2026-08-12
Responding to the “Standards Renewal Initiative” and Promoting the High-Quality Development of Group Standards
At the beginning of the meeting, Yang Bin, Vice Chairman of PEIAC, explained the background and purpose of the meeting.
In accordance with the relevant requirements of the Standardization Law of the People's Republic of China, the Administrative Provisions on Group Standards, and the Measures for the Administration of Group Standards of the Printing and Printing Equipment Industries Association of China, PEIAC launched the “Standards Renewal Initiative” to review all group standards issued before December 31, 2023, with the aim of ensuring their scientific validity, standardization, and timeliness.
This review meeting served as a centralized evaluation and verification of the self-review results submitted by the organizations leading each standard. Its purpose was to conscientiously implement the regulations governing group standards, conduct dedicated discussions and reviews, and provide scientific and reliable guidance for the development of the industry.

Yang Bin, Vice Chairman of PEIAC, introduces the background and purpose of the meeting.
Filling an Industry Gap and Laying a Solid Foundation for Talent Development
The Occupational Evaluation Specification for Perfect Binding Line Equipment Maintenance Technicians (T/PEIAC 007-2021), led by JMD, was jointly developed by JMD, the Printing and Printing Equipment Industries Association of China, Beijing Institute of Graphic Communication, and the Machinery Industry Occupational Skill Appraisal and Guidance Center. It was officially released on March 26, 2021.
The standard specifies the basic occupational skill requirements, training and evaluation requirements, skill level classifications and application requirements for Perfect Binding Line equipment maintenance technicians, as well as the content and weighting of theoretical knowledge examinations and practical skills assessments at each level.
It provides a scientific classification of the competency levels of Perfect Binding Line equipment maintenance technicians and is the first normative document issued in the form of a group standard to supplement specifications relating to Perfect Binding Line equipment.
The introduction of this standard filled a gap in China in skill-level standards for professionals working in this field. It provides guidance for vocational colleges and enterprises to conduct targeted training and assessments for students and employees, while providing a basis and laying the foundation for comprehensively improving the professional capabilities of industry personnel.
The standard has also played an important role in providing standardized guidance for industry activities such as the Binding Finals of the National Printing Industry Vocational Skills Competition and the North and South “JMD Cup” Evaluation Events.

Review Conclusion: Remains Valid and Will Continue to Provide Guidance for the Industry
Following a rigorous review and evaluation covering five key dimensions—coordination (its relationship with current laws and regulations, national standards, and industry standards), applicability (its alignment with current industrial and technological development), timeliness (whether the referenced documents remain current and valid), standardization (whether the technical indicators are practical and verifiable), and implementation effectiveness—the review experts unanimously concluded that the Occupational Evaluation Specification for Perfect Binding Line Equipment Maintenance Technicians (T/PEIAC 007-2021) is scientifically sound and reasonable, meets the current requirements of industrial and technological development, and has achieved good results in practical implementation.
The conclusion of the review was that the standard remains valid. It will continue to be implemented and provide practical guidance for industry talent development and occupational skills evaluation.
